Let's start with what you need first. You didn't say if you had "TTools" or not. If you do, then we can start. If you don't, then get it here.... http://www.surclaro.com/downloads_c27_50_dateD.html It is the third one from the bottom.

Go into your main fs folder. Find the scenery/world/scenery folder. You should find a bgl file named traffic035.bgl. Move this file to your documents or other safe place and that remove the default traffic.
That should work.
