I know this is probably a bit of a dumb question but can all scenery for fs2002 work in fs2004

About 75-90% of the scenery downloads for FS2002 will work with FS2004. The main thing to watch out for, are the special programs and updates to use them. Some for FS2002 use something called "Nova Gold" textures enhancements, while the FS2004 doesn't by default. But they can be added to FS204.

Since your asking, are you having a problem with doing this. If so, please post up the filename, where you got (or are thinking of getting it), and the authors name.

This way we can look at, and see what needs to be done, to use it for FS2004.
