For payware, take a look at FSRepaint V2.
http://www.abacuspub.com/
If you are up to the task, get DXTbmp (conversion tool) and use a good image editing program. DXTbmp is freeware .. http://www.mnwright.btinternet.co.uk/
For image editing use Photoshop or Paint Shop. There are also some fine freeware image editors available. |

There is a decent freeware paint utility called GIMP. http://www.gimp.org/
While I have never used it, it should work fine for your paint works.
