Is there any specific reason I keep finding these goofy fans in the cockpits of Russian Aircraft?

better question: why did they opt for fans instead of air vents?- i had just never seen this in an airplane until recently

Customs bribe to get in, and Ex-KGB operative cavity inspection... $1,000
Questioning the lack of air conditioning and "goofy looking fans" on Russian Commercial/ Hopper aircraft... Priceless
