Can anyone explain to me the finer points or differences between declaring a missed approach and publishing a missed approach?

They are basically the same... Declaring a missed, alerts the tower that you are all wonky, and gonna try it again.
Following a published is basically saying that you are going saying that you will follow that airports missed approach procedure, but you have to have it in order to follow it.
