How do I know whether to upgrade the whole computer or just the video card?

It depends on several things: how You intend (or alreay do) to use the computer and if You have problems with it. Perhaps some specs of Your config would be helpful to us so we could tell Ya what to tweak.

yes i think that is accurate. You mean run -> dxdiag right? yes do that.
