I think I remember a while ago, getting excited about the possibilities with Runway 12 after reading about it , only to find out on their forum site, or the FAQ, or something, that it was for FS2004 only. And if you look here, you'll see it listed only for FS2004, where some other programs featured specifically say FS2k+. Sorry.

P.S. The program right near Runway12, called Runway3 (no affiliation with Runway12), is an easy, easy way to slap a great-looking, landable runway anywhere in FS2002. If you slew to 10,000', save your coordinates, open Airport 3 and type in your coordinates, it'll save as a .bgl and auto-create a runway at 10,000', and pull the ground terrain up to meet it.

EZ-scenery by Abacus will do you right for $2o u.s., I think. FSSE by Lago is a similar program for a similar price. You can download demo's of both from their sites. The Lago demo has no time limit, but you can only place 5 objects max.
Look for 'EOD' at the SHOF (on one of the utilities pages from the link above). 'Easy Object Designer' was used just recently by one of our members to make a great custom done airport. You have to make your own objects, though.
Hmmm. I just got thinking, there is a program called 'Airport' that people are using for an object placer, it's only good for FS2004 as it uses .XML files...BUT, I believe there are earlier versions available from the program creater's site that would work for FS2002. Oh... here, right at the same site. Check into the first 3 files on the page maybe. Best of luck.
