I recently went to my local computer big box store (MicroCenter) and purchased the best Power Supply tester off their shelves.

I brought it home and did some testing on my spankin' new:

TOPOWER XPT Series TOP-500XPT 500W ATX12V Power Supply 115/ 230V powering my new Vista machine.

Sure enough, both 12V rails were registering in at 11.8 volts at idle. That's not right.

I have also been thinking that 500W might be a little on the low side, so I'm considering upgrading into the 700W - 750W range.

My question to you all. Are single 12V rail PS's preferable over multiple 12V rails? Why?

Your PS recommendations would be appreciated. Supply links, please.

TOPOWER- Have not heard of it.
You are better off IMHO getting a more reputable brand such as Tagan, FSP Group, Corsair, Silverstone, Antec, OCZ, PC Power and Cooling.
An unreliable or noname brand can deliver inadequate voltages... heck, they might not even be able to supply the wattage stated on the sticker. You don't need such a high wattage as 700 or so... unless you intend to upgrade more in the future. For now, 500 watt is fine if you have no intentions on upgrading. (specs please so I can verify)
